Power Solutions' team has a track record for bringing power projects to fruition and keeping them performing commercial attractive for its investors.  Through its integrated approach using its resources worldwide, Power Solutions LLC can support developers and investors throughout the full lifecycle of a power project from its inception and due diligence through procurement, construction and operation.  Key driver for the value preposition is Power Solutions’ due diligence experience and ability to boil down the projects key risk and value drivers to minimize “dry holes”

Rino Manzano, CEO/President

Mr. Manzano has over 35+ years of global cross-functional experience in the field of power project development, asset management and O&M services.  His expertise includes: project evaluation, green-field and brown-field development, merger and acquisitions and restructuring of power for utility and resource-based industries, asset and project management, technical and advisory services and O&M service management.

 

In addition to heading Power Solutions, LLC as CEO/President, Mr. Manzano to date is also the General Manager of Marianas Energy Company (the largest of the 4 IPPs in the U.S. Territory of Guam), and the President of Renpower that is involved on energy development and consultancy.  He also served as one of the founding principals of PowerSource Energy Group that is involve in off-grid and hybrid power development in Asia.

Previous work includes over 12 years with Enron Corp. Asia and Prisma Energy Services power division providing a variety of ever increasing management responsibilities as regional manager for the Asia/Pacific region and handled project development, project financing, project management, asset management and O&M services.  Handled greenfield and brownfield project development, asset management and O&M services were: 110MW Batangas Phil, 115MW Subic Phil, 150MW Hainan China, 2000MW Dabhol India, 88MW MEC Guam. 

Mr. Manzano's experience, passion and enthusiasm for the energy sector have allowed him to continuously succeed in an ever changing and competitive business landscape.  His accomplishments in previous teams have led to completed energy projects worth in excess of $2B USD developed in China, the Philippines, India, Guam and Asia Pacific region.

Mr. Manzano was also the local developer partner of Quantum who successfully won and developed Phase 1 Renewable 27MW Solar that was eventually sold to NRG.  He also worked with Aggreko as their exclusive Developer Agent in winning the bid and bringing the 40MW Leased-to-Own Power awarded by GPA.  He also serves as the developer consultant of Hanwha who won Phase 2 Renewable 60MW Solar + Energy Battery Storage project in Guam.  

To date Mr. Manzano has developed and maintained many long-term business relationships throughout Asia, USA and Europe working closely with industry leaders and various governments to successfully deploy projects in their respective countries.  Mr. Manzano has expertise in project development, project finance, construction management, permitting, asset management, operations and maintenance services, technical and advisory services on power and energy related businesses.

Eduardo R. Ilao, P.E., VP Engineering 

Mr. Ilao is a Professional Electrical Engineer with over 30 years of experience in businesses covering the fields of engineering, construction, as well as, operations & maintenance. Knowledgeable in all aspects of business activity, including strategic planning, finance, and operations.
 

He has extensive experience in design, construction, management, financing, operations, maintenance, trouble-shooting, and repairs of a wide array of Electrical Engineering projects and systems. He has expertise in Power, Control Systems, Renewable Energy, and most especially, Electro-Mechanical Machines. He is a Professional Electrical Engineer, a Certified Energy Manager, & a Licensed General and Specialty Contractor.

 

Ed was instrumental in procuring power plant projects for the Guam Power Authority (GPA). First, in 1996 as Vice Chairman of the Board for GPA, Ed lead the Guam Emergency Power Task Force to procure and award an 88MW Slow Speed Diesel Baseload Power Plant from Enron under a BOT/ECA contract, a 40MW Combustion Turbine Peak Load Plant from Taiwan Electrical Mechanical Engineering Services (TEMES), and a 52MW Steam Turbine Power Plant under a Rehabilitate, Operate & Transfer (ROM) arrangement from Hawaii Electric.

 

Ed was also involved as co-developer with Quantum Utility Generation (QUG) from Houston in bidding and winning the 26MW Solar Project for GPA. Ed was also involved in the construction of this project as the Responsible Management Employee (RME) for Sunora Energy who was in charge of the construction of the solar power plant.

 

Furthermore, throughout his 27 years of electrical engineering practice in the island of Guam, Ed has been involved in the design and installation of around one megawatt of residential and commercial solar systems, as well as, electrical engineering design and construction management jobs for a variety of projects in various industrial, commercial, and institutional facilities. 

Annmarie T. Muña, P.E., VP Finance/Treasurer 

Ms. Muña has over 30 years of insurance knowledge and experience Ms. Muna is one of the most experienced brokers servicing government accounts on Guam.  She is uniquely qualified to access Excess and Surplus Lines Insurance markets in Europe and America.

While attending the University of Guam and working as an Insurance Clerk for Universe Insurance Underwriters (UIU), Ms. Muña set her sights on one day opening her own business.  She worked her way up the corporate ladder, towards an insurance underwriter.  Upon graduating from the University she had achieved the position of Production Manager.  Her professional training includes marketing and underwriting for casualty, property, auto, bond, aviation and marine insurance. A graduate with top honors from UOG, she holds a Bachelor’s Degree in Business Administration with a double major in Management and Public Administration.

 

Ms. Muña formed AM Insurance in January 1994, in response to growing need for excess and surplus coverage of large local companies. She is a licensed independent broker and can access numerous international markets for her clients.

 

Her knowledge and expertise of the local insurance industry combined with her strong relationships with international underwriters has allowed Ms. Muña to build a solid portfolio which surpasses most others.  Her unique qualities and expertise have bolstered the company’s growth, affording AM Insurance the reputation for being a leading broker on Guam.

 

Annmarie believes in giving back to the community.  She annually supports the American Cancer Society, Make a Wish Foundation, American Red Cross and numerous other organizations.  Annmarie is currently a Board of Director on the Guam Chamber of Commerce and American Red Cross. She is also a board member on the Guam Community College Foundation Board of Governors. Through her company, AM Insurance, she is a business partner of the Airports Council International (ACI).  She is also a member of the Association of Pacific Ports (APP)

Jerold Filush, CPA, CGMA, VP Business Strategy

 

Mr. Filush has over 40 years of extensive experience in the Public Accounting industry. Knowledgeable in all aspects of business activity, including finance and operations.  Jerry has worked as the VP of operations for a private company, before working in Public Accounting.  He is a former partner of Deloitte & Touche Big 4 CPA Firm.  He operates a business offering consulting services.

John Sander Hansen, Technical Director

 

Mr. Hansen has extensive experience in Operation and Maintenance of Diesel Engines and Power Stations with associated auxiliary equipment. 
 

He has worked with Operations and Maintenance of both 4-Stroke medium speed and 2-Stroke slow speed diesel engines.  Extensive experience with High pressure boilers and steam turbines.  Experience covering all aspects of Power Plant Engineering, carrying out surveys and Budgeting and Cost control for operations and maintenance for all types of Power Plants.

  • Burmeister & Wain Scandinavian Contractor at 88 MW 2 stroke diesel power station on Guam

  • Preparation and implementation of training program in operation and maintenance of two-stroke engines in Jamaica

Geri Barcinas-Santos, Chief Administrative Officer

 

Mrs. Barcinas-Santos has over 35 years of professional experience in Administration and Human Resources. Extensive experience in major industries to include Environmental, Legal and Energy. Specialized knowledge of Management, Planning, Budgets, Benefits & Human Resources. A member of the Society of Human Resources Management. A part of the transition team for commissioning of the Piti 8 & 9 plants. Stayed on as part of the team during its operational phase for the past 24 years.

Mr. Kim is an executive with extensive managerial and leadership skills.  He has a wealth of knowledge and experience in administration, planning, budgeting, marketing, policy making, real estate development, tourism and construction.  A creative problem solver who uses sound business judgement to ensure successful project completion and business operation.  He is also a licensed contractor in Gerneral Construction & Engineering, on Guam.
